Eleven days after asking Congress to declare war President Wilson created the Committee on Public Information (CPI) to "sell" the war to the Americans. George Creel, a journalist, hired many people to help sway the public opinion in favor of the war. The CPI distributed pamphlets and arranged for thousands of "four-minute speeches". The speeches were delivered at many movie theaters and public places. The speakers urged the audience to support the war in various ways, form buying war bonds to reporting draft dodgers to the authorities.
